ControlsBest Bill Pay and Expense Tools for Small Business (2026)

BILL, Ramp, Brex, Expensify or Dext? What each accounts payable and expense tool does, who it fits, and how to pick one that gives you approvals, receipts and clean books.

By Umaima WaheedUpdated

The short answer4 min read

For bill pay with approvals, BILL is the long-standing specialist and Ramp combines bill pay with corporate cards. For employee spending, Ramp and Brex offer cards with built-in receipt capture, and Expensify is a dedicated expense reporting tool. For capturing receipts and bills into your books, Dext and Hubdoc are popular. Pick based on where your pain is: approving bills, controlling card spend or chasing receipts.

A note before you read: ABFI doesn't sell software and has no affiliate deals with anyone listed.

Most small businesses don't need all of these. They need one tool that fixes their biggest leak. If bills get paid without anyone checking, you need approvals. If card spending is a mystery until month end, you need cards with receipt capture. If your bookkeeper spends days chasing receipts, you need capture.

The shortlist

1. BILL: best for bill approvals and vendor payments

  • What it does: receives bills, routes them through approval policies by amount or vendor, pays vendors and syncs with accounting software [1].
  • Best for: businesses with many vendors and a need for clear approval rules.
  • Watch for: fees on some payment types. Check the current pricing page.

2. Ramp: best for combining corporate cards and bill pay

  • What it does: corporate cards with spend controls and receipt capture, plus bill pay, syncing to accounting software [2].
  • Best for: businesses that want cards and payables in one place.
  • Watch for: eligibility requirements for the card. Compare: BILL vs Ramp.

3. Brex: best for venture-backed startups wanting cards and spend management

  • What it does: corporate cards, expense management and bill pay, aimed largely at startups and growing companies [3].
  • Watch for: eligibility and plan features; check what's in each tier.

4. Expensify: best for employee expense reports and reimbursements

  • What it does: receipt scanning, expense reports, approvals and reimbursements, syncing to accounting software [4].
  • Best for: teams where staff pay with personal cards and get reimbursed, or travel often.

5. Dext: best for capturing bills and receipts into the books

  • What it does: extracts data from receipts and bills and publishes it to QuickBooks or Xero [5].
  • Best for: bookkeepers and businesses with lots of paper or emailed bills.

6. Hubdoc: best for Xero users who want document capture included

  • What it does: document capture and bill fetching, owned by Xero [6]. Compare: Dext vs Hubdoc.

QuickBooks Online's own bill pay and workflows. If you're on QuickBooks, check what your plan already includes before buying anything. Bill approval workflows are in QuickBooks Online Advanced [7]. See QuickBooks Online Plus vs Advanced.

Setup matters more than the tool

Any of these tools can still produce messy books. Before you switch on:

  1. Write your approval rules. See how to set up a bill approval workflow.
  2. Map categories to your chart of accounts so synced entries land in the right place.
  3. Decide which system creates the bill (the tool or your accounting software) to avoid duplicates.
  4. Reconcile card accounts monthly anyway. See credit card reconciliation.
  5. Limit who can change vendor bank details. See internal controls.
